The purchase declaration: the 15-day clock starts at signature

What the purchase declaration is for, which documents to gather, and why the deadline is nearly always missed for the same reason — a part-exchange taken on a Saturday.

What the purchase declaration is for

When a trader buys a used vehicle to resell it, they do not have to register ownership in their own name. The purchase declaration records the acquisition with the national vehicle register while leaving the registration certificate in the seller's name, endorsed with the transfer.

The benefit is direct: no registration fee on a vehicle that is going straight back out, and an ownership history that is not lengthened by a spell in a trader's stock — which is something buyers look at.

The deadline, and what it triggers

The purchase declaration must be made within the fifteen days following acquisition of the vehicle (article R322-4 of the Code de la route). The clock starts on the date of the transaction, not the date the file reaches the administrator's desk.

Symmetrically, the seller must declare the transfer within fifteen days. The two are separate: the seller's transfer declaration does not relieve the trader of their own purchase declaration.

The documents to gather

  • The transfer certificate signed by both parties.
  • The registration certificate struck through, carrying the date and time of transfer and the seller's signature.
  • A recent administrative status certificate, confirming there is no finance or restriction registered against the vehicle.
  • The private seller's identity document, whose details also feed the trade register.

Access to the national register

Filing these formalities electronically means being authorised and approved. The authorisation opens access to the system; the approval lets you collect the taxes on the State's behalf. A business with neither goes through the standard online procedure or an authorised intermediary — which mechanically lengthens the timescales and makes tracking harder.

Why the deadline gets missed

In practice, overrunning rarely comes from real negligence. It comes from the calendar: a part-exchange agreed late on a Saturday, a paper file left on a desk, a bank holiday, an absence — and the fifteen days are gone before anyone has opened the wallet.
